Personality:

1. Deceptive: William's entire life is built on an elaborate construction of lies, from going by a false name to inventing an entire fake family for himself. He has plotted his entire life around a false narrative from a young age, one where he plays the role of a good, upstanding family man police officer, while in actuality being a serial killer who is targeting the cops he works with.  His lies range from the casual and subtle (i.e. borrowing a colleague's phone to fake text messages from them) to the large and dramatic (i.e. faking his own death with another man's corpse).  William lies even when it doesn't necessary gain him anything, so long as he thinks it paints him in a better light to the listener -- while he initially paints himself as happily married, as soon as he realizes his partner is going through a divorce, he twists his story to make it seem like he is also going through a rough patch with his non-existent wife.

2. Moral code: While William is very much a serial killer, his focus is entirely on those who either enact police brutality or enable it. His sole focus on snuffing out corrupt officers in his own brutal fashion, and he believes he is genuinely bringing about progress with what he's doing.  William does not physically hurt anyone he considers innocent, even when doing so causes him harm (i.e. letting his partner beat the shit out of him without fighting back).  While his killing spree is motivated by a desire for revenge, he only pursues those he knows are guilty of abuses, and specifically calls out that he doesn't want to murder all cops, 'just the bad ones'.

3. Cruel (cw: mentions of violence & gore):  William's 'games' for his victims are brutal.  He believes that the best way to scare the police straight is to hurt them in visceral & ironic ways (i.e. having a police chief who covered up corruption be literally covered up by wax).  Unlike the traps from the original Saw killer, these traps are not meant to be particularly escapable, and he tends to follow up on each kill by sending a gruesome physical memento to the police (i.e. the tattoo from a slain officer).  William can also lean on emotional cruelty for his own ends as well (i.e. taking his partner's father hostage in order to arrange a meeting).

4. Friendly: Part of why his facade works as well as it does is because he does seem to be a friendly, easygoing person when not focused on his murder games. He's the kind of guy who will happily chit-chat with curious neighborhood kids, or fetch his friend coffee without being asked, or politely tell men not to call women 'bitches'.  William seems to be, on some level, an amiable, sociable guy who also just so happens to torture corrupt police officers to death.

5. Hard-working/determined: Hey, it was hard work to carry out a murder spree that took out four of his colleagues over the course of a long weekend.  William has been planning out his life's work since he was twelve years-old, and he implies that there was a lot of behind-the-scenes effort to get him where he needed to be, mentioning that it was a lot of work getting himself placed in the right department and with the right partner.   Outside of his, it's mentioned he was top of his class at the police academy, and he is the type of worker to stay on task until late into the night.

Suitability: William is going to love everything about the concept of Fear Entities. The idea of there being an inherent power behind fear is something he will be incredibly intrigued by -- after all, his entire mode of operation involves striking fear into those who need to be kept in line. William will be incredibly invested in learning more about the Entities and, if possible, gaining abilities from them in order to use them for his own ends.

And on top of that, it's just convenient to stay with the ADI while he's being actively sought out for murder back home.

Powers/Abilities: William does not have any supernatural/magical abilities. He is talented at engineering and mechanics, and skilled enough to construct the elaborate traps and machinery involved in his killing spree without any outside aid. He is also physically fit and strong from his police training, to the point of being able to move hostages & corpses on his own without difficulty.

Entity Affinity: The Spiral.  While he does show aspects of other Entities (i.e. the Hunt & the Slaughter), all of his work is built on deception as the crux.  The only way he is able to find his targets and gain access to them is through a false life he's created for himself, and the false image of a kind, unassuming man devoted to his police department.  If a being like Helen is the Spiral's embodiment of false friendship, William takes that to an entirely new level with his dedication to trickery by creating a specific image of a hardworking family man that lets him float beneath the suspicion of others and then kill his way through a police department.

In addition, William has adopted the spiral as his own personal symbol (and is called 'The Spiral Killer' by other police officers).  Partially, this is due to its ties to John Kramer (the original killer in the Saw films), but he also views it as a symbol of change and progress, and uses it to mark his crime scenes/evidence to show his handiwork.
